I don't know about "your" systems, but I figure it's about 60% social,
25% political, and 15% Technological.  Actually, I'm not at all sure
the technological is that strong.

And don't forget the "if it was good enough for grandpa" attitude, 
either.  I know of at least one sys admin (fortunately, not here) that 
firmly believe that if files were meant to be changed, the vendor would 
have changed them already.  Really!!!
