With 5.0 or 5.01 just use the Generic Service Passer. TFTP should be
listed in Protocols already; if not you can add it as UDP port 69.
Create a TFTP-service in Services, and you are all set.

On versions prior to 5.0 you are probably better off using a "Secure
Tunnel" and what is effectively a packet filter.

This assumes that you know about the security risks associated with
passing TFTP through a firewall, of course.
