I understand your point...I'm not sure if you got mine - that doing something
that simply requires R'ing TFM will be useful in providing clue to those
of good-will but will do NOTHING to slow down the scam artists from sending
out their noise to the world after they spend the time required to learn how
to defeat (turn off) the limiter.

IE: It's a good idea to enforce education, but it won't help the spam problem.

Not that I have a better suggestion at this time...
