I joined it, as a kind of a "what-the-hell," but I wondered the same
thing. I got a note back that it will be put in place sometime this
week.
Maybe I'll start one too! Or better yet, maybe I'll start a list whose
function is the announcement and discussion of the other lists that
consider list-owner issues.
