connect/login banner

Hello,

We need to revise our "greeting" banner on machines accessible to students
and others.  

I am tempted to just go with something like the CERT one (CA-92:19, Dec 7,
1992), but wondered what other people feelings are.  

Basically, we do want to cover ourselves by saying that we may have to
monitor people misusing the system, and that this may include those NOT
misusing it (by the nature of monitoring).  Should the greeting one gets on
connecting to the terminal server be different from that one gets once
logged into one of our machines, etc.

I will summarize if anyone is interested.
