It can be, yes.

Sure. An Internet connection can be justified on a pure return on
investment basis. One example is support. The cost of having a
support technician answer an 800 number support call (phone toll is free to
the caller) and send a diskette via overnight mail is much much higher
than cost of having the customer copy a file from an Internet anonymous FTP
server. It doesn't take long for an anonymous FTP server and Internet
connection to pay for itself. Using the Internet is faster, too.
I also know of cases where business was lost because a vendor couldn't
support a potential customer via the Internet.
$25,000 for a secure Internet connection seems like a bargain to me.
