Joe Meadows' UAF is a good general sysuaf tool.

The question is why do you need a password cracker. Good-Password-Assurance
tools are part of VMS.

o Password history--once you've used a password you can't use it again.
o User-definable password dictionary--use DEC's or your own.
o Password generation--if they can't select good ones GIVE them one.
o Minimum password lengths--long ones encourage passphrases
o Password lifetimes
o One time passwords

Once you have things figured out just run authorize and
MODIFY/PWDEXPIRED everyone to make them change their password using
YOUR rules the next time they login.
