It certainly sounds, well, if not silly, then completely infuriating for the
unfortunate sites who (will almost certainly) get blacklisted for 'no reason'.
And be fair to so called 'public-access' sites. It is, after all, individuals
who need black-listing, NOT sites. Until you can figure out how to do this, I
think you are barking up the wrong tree :-)
