Yes, some routers _do_ rearrange the ACL's.  However if you know this ahead of
time, you adjust your ACL's accordingly.  You don't configure a PC running DOS 
the
same way you configure a SunSPARC running UNIX.  Likewise, you don't configure a
Cisco the same was as an ACC.

Let's not let this get in to one of these my-router's-smarter/better-than-yours
arguments again, OK?
