Don't know anything about PCs. For Mac, I've been told that the Anarchie
program (which is real slick because it combines an Archie client and an
FTP client into a single program) supports passive mode, and that Fetch
doesn't; I'm sure others do, too.
Also, most of the WWW browsers (Mosaic, NetScape Navigator, etc.) have
built-in FTP clients, and most of these are passive-mode.

I'm tempted to say "universally", but I'm sure there are exceptions. If a
server doesn't, people using the built-in FTP clients in WWW browsers like
Mosaic and NetScape Navigator can't access the server; those clients are
responsible for a pretty significant fraction of the activity on the
Internet these days.
