The stats I've seen were put out by the DoD ASSIST team. The stats 
were based on their Vulnerability Testing program, which ran 
penetation tests on over 8900 systems.

also an article in Federal Computer Week, but I don't remember the 
issue date. Elizabeth Sikorovski was the reporter.
