I believe this should be understood with the caveat that *no*
packages with daemons for telnet, ftp, ... are installed on
the PC nor is the PC running server software such as
X-windows.

IMHO the vast majority of NetWare LAN Administrators
(perhaps not CNEs) are also unaware of how easy it is to
install software packages that will compromise a site with
daemons.
