If IP packet security was to utilize some sort of PGP encryption, then how
can communication between a non-US contry and the US occur legally?

Is this going to split the internet into a secure/non-secure protocal based
on point of origin?

Would this suggest that the rest of the global internet  community could
refuse to implement these RFC's?
