I have an implementation of RFC 1827 Encrypted Security Payload with
RFC 1829 DES-CBC Transform that operates in IP tunnel mode.  This
is provided as a tunnel interface in IPRoute, my shareware IP router
that runs on PCs and provides address translation & packet filtering.
