Yes use Harvest cache from http://harvest.cs.colorado.edu/.
It has a quick abort option. Note that this will work with these fancy
pages which send you continuous flow of multipart/mixed gif's ( quasi
animation)

Yes you can specify stop list for harvest cached, and say that any URL
with cgi-bin in it shouldn't be cached
