The CNID signal is sent between the first and second ring signal (why it
is limited to  a fairly low number of characters). *How* it is sent 
(essentially 1200 baud but not Bell 212) is another limiter.

If the receiving phone goes off hook before or during the CNID transmission,
it will abort.
