For the US (and UK) EPL, try downloading what seem to be the latest versions
from
ftp://ftp.cse.dnd.ca/pub/formis/epl

Don't bother with the following URL; they've still got up the February 1994 EPL
(what can you expect from a government web site?)

Also useful for its links to the various TCSEC documents (Rainbow books), plus
the ITSEC

I can't help you with Common Criteria; I didn't realise these criteria were even
finalised/agreed upon yet. I imagine a few firms might be anticipating and
testing against the draft CC, hoping to avoid the problem we all face, which is
the idea of spending all the money/resources to do evaluations against the TCSEC
or ITSEC when both are (allegedly) going to become obsolete with the
international acceptance of the CC. I personally think this is naive, because,
just as now with the ITSEC, individual nations will *still* insist that products
sold in their country meet their *national* version of the CC. The CC is a very
laudable goal. I'll believe it when I see it.
