So what? All firewall vendors knew how the certification was
going to proceed, and in fact the vendor consortium put it together.
For those that don't know, the firewall certification program was put
together by NCSA *and* the vendor community who were members.
Getting back to the so what... every firewall vendor knew about this
program for well over one year. If they didn't want to join, fine; but
no vendor was given advantage over another.
