Please!, the C2 requirements are in the Red book (TNI) that supplements
the orange book. High security networking has been demonstrated in
the past, as Boing has a certified (GASP!) A1 network.

What needs to be discussed is if the additional expense of a 
certifed network is worth it in the commerical world
