Firewalls are supposed to be devices for IMPLEMENTING SECURITY
POLICIES, not toys to be used during free periods. The fact that I
have some free time in the office and I enjoy DOOM (which I don't)
doesn't mean my company ALLOWS me to do it.
If your users want to chat using IRC, evaluate the possibility of
leaving one or two PCs out of the corporate network in the cafeteria
or something.
FWIW, our own experience with IRC (which we studied as a way to
improve synchronous communications without voice) shows that it
doesn't serve for the way we do business, and, since it is NOT
mission-critical, it doesn't pass through the firewall.
