There are ways to do this. You start from the premise that the client is a
terminal and supplies inputs (keyboard, mouse, digitizer, microphone) and
outputs (screen, speakers) but no storage and no robotic devices. In other
words, a glorified terminal. Then you define a protocol that manages input
and output streams with no local programming ability other than things
like decompressing bitmaps, drawing commands and macros of the above
operations. No persistent state on the terminals, because that is what
they will be, terminals.
