TACACS+ does indeed use TCP.  TACACS and XTACACS use UDP.  The protocol
specs for TACACS+ are available online in
	ftp://ftp-eng.cisco.com/pub/tacacs/
Get the file README and it will tell you the location of the most current
version of the spec.
