Gauntlet and restricting email

Our managment would like to allow only certain users to have internet
email access (all our mail is Internet based), and also they would like
to restrict certain users from using WWW.

While I have come to realize that this is not going to be an easy task
to implement, I figured I would ask this list if they had any
suggestions.

Probably best to reply direct to me instead of the list, and I can
summarize.
