You may be thinking on Cubby vs. Compuserve.

Bascially, the more control you exert over the content of what passes thru your 
net, the more responsible for its contents you become. There's an excellent www 
site: www.aracnet.com/~kea/sec_docs.html that a great bibliography of network 
security/privacy/censorship/enforcement etc. papers, articles and books.
