Can anybody help me to find documents introducing security 
requirements or evaulation criteria for firewalls ?

So far, I have found the following two documents:

   1. "Security requirements for MISSI-Compliant Firewalls Protecting
      Sensitive But Unclassified Environments", ver1.0, March 1996.

   2. "Common Criteria for Information Technology Security Evaluation-
       Part4 Predefined Protection Profiles for Network/Transport Layer
       Packet Filter Firewall", CCEB-96/014
