Seems overkill to me; why not a $1k x86 box?

In a former job, I used Morningstar's PPP implementation for Solaris, and
it was very good.  It included ACLs of the type you describe.  I'm not
sure whether it's still available in general, or for Solaris 1 (ick!) in
particular.
