If you have the choice, implement it under Unix, or better, implement
under a free unix, like FreeBSD or Linux. The great advantage is that you
have all the sources of the kernel and of the utilities to learn and to
use as a base to implement your own firewall.
Other advantage is that under unix its easier to get good documentation of
anything you need, including the kernel.
And at last, what would you do if you have a technical question about your
implementation ? If you were doing it under a freed unix it'd be easy to get the
answer: just send a e-mail to one of the many lists that exists about them and
quickly you'd get it. The same is not true for NT.
Well, that's only my opition.
