Allen,

One relatively easy and cheap way is using SSH (secure shell), assuming
the machine you want to telnet to is running some kind of Unix. Clients
are available for Unix and Windows 95/NT. For the whole story:

Unix server and client software is free, Windows clients (which I've
never used) do about $100. You will have to allow TCP connections to
port 22 on selected hosts, but that's about all.
