This is, of course, frightening. Why buy a proxy-based firewall if you are
going to then allow UDP services through it via a packet filter?
If this is the FWTK, you ought to float this by the people on that list. If
this is the Gauntlet Internet Firewall, you ought to discuss it with
technical support at the company from which you bought it.
