My client wants to install two network cards on some PCs to allow access to
Server X and Web Browsing from every PC.  In addition Server Y would be on a
"more secure" network accessible only from PCs with two cards.

Any comments on how effective or ineffective this would be?
  
The setup would be as follows:

Internet
   |
Firewall
   |
