well let's see here...
1. this doesn't happen on ANY of my 4.0 servers.
2. do you have any of the service packs for 4.0 loaded? 1 or 2?
3. do you have 3rd party telnetd software loaded?
4. whoever taught you english taught you incorrectly as the correct way
  to say "How the hell i can disable or fuck off the following thing" 
  in english is "How can I solve this problem?"
