For personal use in the US or for use in the rest
of the world by non-US individuals/companies you are
right . To be legal, commercial users in the US, and
I believe US owned companies abroad, have to have a
license for the RSA libraries that are used in PGP.
That was the whole reason for Viacrypt entering the
PGP market.
