I'm from Spain, in Europe. Here you neither have to pay for PGP nor for RSA, and encryption is allowed without problems, using keys so big as you want. You can also use encryption for international communications. Our laws allow people to send and receive encryption programs to/from our country. Ironically, what we can't do is retrieving encryption systems that manage keys of more than 40 bits, including the 128 bit version of the MSIE. Follow-Ups:
