Sure, two ways I can think of.
1) Set your web browser to www.internic.net. Look around there and you
will find a file that contains a list of the root name servers.
2) Run nslookup:
$ nslookup
> set norecur
>.
< Should list all the root name servers if I am not mistaken>
>exit
$
