Certainly years, not weeks. Of course, a number of people who have years
invested aren't what I'd consider 'experts' either. I'd say it takes a
combination of several years and the ability to understand a large number
of things. Direct experience in a number of areas are important. I've
seen people with decades of experience who didn't understand the
underlying architectures enough to secure them, or realize a threat. I've
seen people with 10+ years of experience who didn't understand the
difference between syslogd and syslog(3) when that vulnerability popped
up.
Of course, it depends on what you mean by expert too, not to mention
"Internet security". Like all discretionary access lables, enforcement
tends to be implementation specific ;)
