IPsec (tunnel mode) is being used by a number of vendors, including New
Oak, to create secure end-to-end connections over the Internet.  There
is no requirement that the intermediate devices have specialized IPsec
support for these connections to be made.  

You may have been thinking about IPsec as a component of IPv6 -- which
does require more active participation by intermediate devices.
