The product you are looking for is R&RAS.  It was formerly called Steelhead.  
It is available for download from MSFT and is a free upgrade to NT 4.0.  I've 
not used it for OSPF yet but reviews I've read claim it does an OK job for a 
light to mid traffic network.

Has anybody out there successfully managed to get OSPF running
on a Windows NT 4.0 ?  I understand there is "support" for that protocol
under Microsoft's new "beta something or other".
