Newbie Question

hi, im a new subscriber and i have a few simple questions...first, how is it
that a firewall can stop you from connecting to a Quake server and ..say...a
microsoft ils
server but nothing else...and why would one  do this...and is there any way
around it?  Any input would be helpful. :)
