According to WINS whitepaper from Microsoft, WINS initiates
its session through port 135. And then WINS communicates
with its clients or other WINS server through a random port
above 1024. This's because the WINS Administrator uses
"dynamic endpoints" in RPC.
But in Windows NT 4.0, the system defaults for dynamic port
allocation may be defined in the registry. That is, a list
of all ports available from the Internet should be defined
in the following keys:
HKEY_LOCAL_MACHINE\Software\Microsoft\Rpc\Internet
