Would you like to create a secret channel, or a secret chat between peers?

On IRC, there are some security features you can add yourself. This is not
described in RFC1459, but I think it's easyier to add encryption over IRC that
create a new chat system, with encryption.

Give a look at some IRC programs like BitchX or Zircon, they have encryption
options.

Last but not least, using DCC, you can make a Direct Client to Client
connection. The DCC connection can also be encrypted. This is the most secure
way to exchange securely datas. This is a leak encryption, but this is enough
for you needs, isn't it?
