As far as I know, extradiction applies in the following cases:
a) A citzen who flew out of his country after a crime.
b) International terrorists caught out of their respective countries.
c) Citzens of puppet states that extradict their own citzens...
As far as I can see, US has never extradicted even terrorists (US citzens)
that "instructed" south american dictators about doing serious torture,
killed politicians, etc. It would be exotic sending an 18 years old boy who
"hacked" some unclassified PC to be put under arrest in a foreign country...
