The procmail mailinglist scripts (which manage a mailinglist over
/usr/lib/aliases) provide this functionality.

It manages a history database in which it records which user bounced in
the past.

It gives you two parameters:
	1. How many bounces cause a removal (default 4).
	2. What will be the maximum history size for remembering bounces
	   in the past.
