It could be an issue if we gatewayed uk-motss into news, but we don't.
Since the Distribution header can be used to restrict distribution
according to network or geographical means, as with Usenet, it seemed
like a sensible header to use when I wrote the list software. If you
can suggest something else that will be meaningful to list members who
want to limit distribution of their messages, I'd be interested.
