It's a directive which was used a lot by Brent but sort of fell
into undocumentation.  Look in the beginning of the 'resend' script
for the explanation.

No, not without knowing what mailer you use.  With sendmail, it's
just options to the configuration file (it's something like
privacyflags).  Look at the sendmail docs.
