To run on your own systems I guess you might be best off hacking hypermail
a little to split by week and put in a link to a simple form that just
sends a mail to a moderator who can then fairly manually send it on ...

You may not want to delete thing - but let people only see things a week at
a time ...

Something custom might well not be too hard either.
