Okay, so what would the USPS do in such a case?  Most likely they'd call
the police, or a branch of the USPS that's been trained and authorized to
deal with such things.

(By the way, I'll bet that you can't loiter in a USPS lobby _anyway_,
no matter if you are or are not harassing someone.  But you wouldn't have
much a point if it weren't the lobby, but rather they were across the
street doing such, and you had no way of confirming if they really were
lurking outside or not.)

Wow, we're getting lost in the analogy here.
