Alan,
You run a traceroute on the domain name (or several, depending on who is
involved; I haven't gone through the headers, but I assume others have),
and work your way up the "Internet food chain" until you hit backbone.
IMPORTANT WORD OF WARNING: **NEVER** contact an upstream provider about the
actions/lack of action by his customer until you have actually attempted to
work the issue with the downstream provider. For example, if you send MCI
or Sprint a complaint about an ISP several hops downstream WITHOUT evidence
that you have already attempted to resolve the problem with EVERY
intervening provider, your message will be discarded, most likely without
even a form-letter response.
