I guess I need to mention at this point that I'm a utilitarian, because ...

... I do not believe in people's "rights" to access/use resources for which
thay are not paying. If they are being obnoxious, warn them to cut the crap
or they're history. Second offenders go into the .ignore file.

This is certainly a viable solution, but moderation requires a substantial
investment of time on your part (trust me on this; you probably have no
idea just HOW large an investment until you've been there). Why should YOU
have to pay for THEIR abuse of the services?

Yeah: Final warning. After that, .ignore-file them:

ignore <listname> <password> <address>

(If you want to be a nice guy, .ignore-file them for a week or so, then
let them back on with the understanding that the second time you have to
issue the command will also be the last.)
