I belive the the 95/NT version of ListServ Lite is free for a small 
number of lists and/or subscriber: http://www.lsoft.com/

Also, if you would like something that has an SMTP server built in, 
take a look at http://www.fastraq.demon.co.uk/

It's not free, but very cheap: and it's a program.
