If the message doesn't have HTML in it, it's not an HTML message.

I'm not sure what you mean by "turn off" -- if you don't include images in
your outgoing messages there shouldn't be any.

No.  Majordomo by default will happily pass any content you can get into an
email message.  You might need to increase some administrative limits for
larger messages, but that's all.
